PURC secures GH¢338k refunds, recovers GH¢2.9m for ECG and GWL

The Ashanti Regional Office of the Public Utilities Regulatory Commission (PURC) has secured GH¢338,452.64 in refunds for consumers who were wrongly billed or overcharged by utility providers during the third quarter of 2026.

The Commission also recovered GH¢2,969,052.02 in legitimate revenue for the Electricity Company of Ghana (ECG) and Ghana Water Ltd (GWL) during the period.

In a statement issued on Thursday, October 8, 2026, the PURC said the figures formed part of its regulatory interventions in the Ashanti Region between July and September 2026.

The Commission received 1,141 complaints against ECG and GWL during the quarter and resolved 1,076 of them, representing a resolution rate of 94.3 per cent.

ECG accounted for the majority of the complaints, with 1,090 cases, representing about 95.5 per cent of the total. GWL recorded 51 complaints, equivalent to 4.5 per cent.

According to the PURC, concerns over the quality and reliability of electricity supply accounted for the overwhelming majority of the complaints received.

The Quality of Supply category recorded 1,072 cases, representing about 94 per cent of all complaints during the period.

Billing issues followed with 38 complaints, while metering accounted for 15 cases. Consumer service delivery recorded nine complaints, payments four, and unlawful disconnection three.

Beyond resolving complaints, the PURC said it facilitated several technical and practical interventions to address consumer concerns.

These included the replacement of four faulty electricity poles, three faulty transformers and one defective energy meter.

The Commission also assisted consumers to secure 35 new electricity service connections which had reportedly been unduly delayed.

The PURC said these interventions were intended to provide relief to affected households and businesses while ensuring that consumers received the services for which they had applied and paid.

The GH¢338,452.64 refunded to consumers represents amounts identified as having been wrongly charged or overcharged and subsequently recovered through the Commission’s regulatory processes.

At the same time, the GH¢2.97 million recovered for ECG and GWL represents legitimate revenue due to the two utility providers.

The Commission said the results reflected its dual regulatory responsibility of protecting consumers while ensuring that regulated utilities receive revenues legitimately owed to them.

Field activities were the largest source of complaints during the quarter, accounting for 810 of the cases received by the Ashanti Regional Office.
