Gov’t scraps 1 District 1 Factory, Ghana CARES, and YouStart initiatives

The Finance Minister, Dr. Cassiel Ato Forson, has announced the elimination of key government initiatives, including One District One Factory (1D1F), YouStart, and the Ghana CARES “Obaatan Pa” programme.

Key Budget Reforms:

  • Scrapping of 1D1F, YouStart, and Ghana CARES to cut government spending.
  • Abolition of Development Authorities, with their functions reassigned to district assemblies.
Factory
  • Amendment of the Petroleum Revenue Management Act to ensure all ABFA funds are used solely for infrastructure.
  • Creation of an independent Value for Money Office to oversee government procurement.

Dr. Forson stated that these measures align with President John Mahama’s vision of reducing wasteful expenditureand ensuring prudent financial management.

The move has sparked debate, as 1D1F, 1 district 1 Factory and YouStart were key policies under former President Nana Akufo-Addo, aimed at industrialization and job creation.

    the Oti Region Students Association (ORSA), and a Member of the
    University of Ghana Parliament House.

    Over the years, he has led and supported numerous student-centered
    initiatives, including academic tutorials, mentorship programmes,
    welfare interventions, and advocacy campaigns aimed at improving the
    student experience and promoting collective growth.

    As an aspiring President of the University of Ghana Students'
    Representative Council (UGSRC) for the 2026/2027 academic year,
    Abraham seeks to champion a vision centered on student welfare,
    accountability, inclusiveness, innovation, and effective representation.
