3 Million Condoms Missing; Auditor-General Hunts Down Driver Over Disappearance

The Auditor-General has launched an investigation into a significant breach of public trust, pursuing a delivery driver, Joe Gyaten, who is at the center of a scandal involving the disappearance of approximately three million male condoms and other contraceptives valued at GH¢1.34 million. The missing consignment, which included 120,000 vials of Depo-Provera, was scheduled for delivery to the Regional Medical Stores in the Eastern Region on August 22, 2022. However, the items never reached their destination, and to this day, their whereabouts remain a mystery.

Joe Gyaten has failed to provide any explanation or account for the missing goods, prompting the Auditor-General to take decisive action. According to the Public Financial Management Act, 2016 (Act 921), individuals responsible for the loss or mismanagement of government property can face severe penalties, including imprisonment or substantial fines. The gravity of the situation has led the Auditor-General to direct the Chief Director of the Ministry of Health to recover the GH¢1.34 million from the delivery officer. Failure to do so could result in the Ministry officials themselves being held personally liable for the debt.

The case has been escalated to the Ministry of Health‘s Health Intelligence Unit, which is working in conjunction with the Criminal Investigations Department of the Ghana Police Service to uncover the full extent of the issue. The incident highlights a broader concern, as the Auditor-General’s recent report uncovered financial irregularities amounting to over GH¢2.41 billion across various government ministries, departments, and agencies in 2023.
