Accra, Ghana – May 2025

President John Dramani Mahama has issued a stern warning to the leadership of the Volta River Authority (VRA), stating that any recurrence of the Akosombo-Kpong Dam spillage and its associated flooding will result in their immediate dismissal.

Speaking during a tour of affected communities and assessing ongoing recovery efforts, the President emphasized that the government will not condone administrative negligence or mismanagement of Ghana’s hydroelectric infrastructure.

“We will not tolerate another avoidable disaster,” President Mahama said. “If this flooding happens again due to poor handling, the VRA Chief Executive and deputies will be sacked—no excuses.”

Background on the Dam Spillage Crisis

In 2023, a controlled spillage from the Akosombo and Kpong Dams led to widespread flooding across several communities in the Volta and Eastern Regions. Thousands of residents were displaced, farmlands destroyed, and infrastructure severely damaged. The event attracted national criticism and raised serious questions about VRA’s preparedness and risk communication.

Mahama Emphasizes Accountability

Mahama’s comments signal a renewed focus on accountability within state institutions. He noted that while the spillage was intended as a protective measure for the dams, the lack of adequate warning and support for downstream communities showed poor crisis management.

“We cannot keep repeating the same mistakes and expect different results,” he added.

Government’s Mitigation Plans

The President also announced that the National Disaster Management Organisation (NADMO), in collaboration with the Ministry of Energy, will roll out updated risk protocols and a real-time early warning system for communities along the Volta River.

He assured residents of improved disaster preparedness and infrastructure investments to prevent future occurrences.
