AfDB, Ghana Government Sign Deal to Develop Volta Economic Corridor

The African Development Bank (AfDB) has signed a landmark Letter of Intent (LoI) with the Government of Ghana to support the development of the Volta Economic Corridor. This initiative is a strategic component of the country’s 24-Hour Economy and Accelerated Export Development Programme (24H+) — a policy aimed at boosting productivity, exports, and job creation through continuous economic activity.
The Volta Economic Corridor is envisioned as a high-impact industrial and logistics hub built around Volta Lake, which spans the heart of Ghana. The corridor will harness the untapped potential of the lake to support sustainable transport, trade, tourism, agriculture, and energy.
AfDB to Boost 24-Hour Economy Through Strategic Investment
Under the new agreement, the AfDB has pledged technical and financial support to design and operationalise the Volta Corridor. The initiative is seen as a critical enabler of intra-regional trade, logistics, agro-processing, and export diversification.
“The development of the Volta Economic Corridor will change the economic geography of Ghana,” an official from the Ministry of Finance stated. “This agreement with AfDB represents a bold step in leveraging natural resources for inclusive development.”
The 24H+ programme, backed by President John Dramani Mahama’s administration, seeks to stimulate round-the-clock economic activity across key sectors and transform Ghana into a competitive export-driven economy.
Key Goals of the Volta Economic Corridor Project
- Transport Infrastructure: Modernisation of inland ports and waterways along Volta Lake to ease the movement of goods.
- Industrial Hubs: Creation of special economic zones and agro-industrial parks to attract investors.
- Energy Access: Improved electrification and renewable energy solutions to power industries within the corridor.
- Tourism and Real Estate: Leveraging the scenic beauty of the lake for eco-tourism and residential development.
- Job Creation: Tens of thousands of direct and indirect jobs expected in logistics, agribusiness, and hospitality.

The project is also aligned with AfDB’s High 5 priorities, particularly “Industrialise Africa” and “Improve the quality of life for the people of Africa.”
A New Era for Ghana’s Lake Region
Volta Lake is Africa’s largest man-made reservoir, but for decades, it has been underutilised in terms of economic potential. The corridor plan seeks to change that, making the lake a centre of commerce, connectivity, and innovation.
Once operational, the Volta Economic Corridor is expected to transform Ghana’s inland trade dynamics, reduce transportation costs, and link remote communities to national and regional markets.
With AfDB’s backing, the government says it is confident in delivering a sustainable, job-rich corridor that uplifts local communities and accelerates Ghana’s shift into a 24-hour productive economy.
