Morocco and Finland deepen political and economic partnership

Morocco and Finland have taken significant steps to strengthen their bilateral ties, deepening cooperation across political, economic and strategic fronts in a series of high level exchanges aimed at mutual benefit and long term partnership. These developments mark a decisive enhancement of relations between Rabat and Helsinki, reflecting shared interests in regional stability, economic growth, and international diplomacy.

At the centre of this renewed engagement was the official visit of Finland’s Minister for Foreign Affairs, Elina Valtonen, to Rabat on March 1, 2026, where she held substantive talks with Nasser Bourita, Morocco’s Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates. Their discussions focused on reinforcing bilateral cooperation, expanding economic ties, and aligning positions on key geopolitical issues of shared concern. The visit was preceded by preparatory remarks that highlighted the excellent state of Morocco Finland relations, and underscored the potential for further integration in political and economic spheres.

A central outcome of the talks was Finland’s reaffirmed support for Morocco’s autonomy plan for the Western Sahara. Both ministers jointly emphasised that “genuine autonomy under Moroccan sovereignty could constitute one of the most feasible solutions” to the decades long dispute over the territory. This endorsement, expressed in a joint communiqué adopted in Rabat, described the Moroccan autonomy proposal as a “serious and credible basis” for achieving a definitive and mutually acceptable political solution, aligned with United Nations Security Council Resolution 2797 (2025). The statement also reaffirmed support for the efforts of the UN Secretary General and his Personal Envoy to achieve a lasting resolution through the UN led political process.

The reaffirmation of support for Morocco’s Sahara autonomy initiative represents a diplomatic milestone, strengthening Rabat’s international positioning on an issue of core national interest and contributing to broader efforts for peaceful dispute resolution under UN auspices. Both countries welcomed the adoption of Resolution 2797, which emphasises autonomy under Moroccan sovereignty as the most viable pathway to lasting peace in the region.

Beyond political alignment, economic cooperation between Morocco and Finland has also accelerated. Morocco has emerged as an increasingly attractive destination for Finnish businesses, with an estimated 40 Finnish companies operating in Morocco across various industries. Trade flows between the two nations have witnessed robust growth, with bilateral exchanges increasing significantly between 2024 and 2025, a trend both governments are keen to expand upon. Cooperation is expected to span sectors such as digitalisation, information and communication technologies ICT, and the deployment of secure and resilient 5G networks, reflecting a shared commitment to technological development and digital infrastructure strengthening.

The economic agenda also includes strengthening commercial ties in areas where mutual advantages intersect, such as innovation, environmental solutions, and energy transition. Finland’s expertise in sustainable technologies complements Morocco’s ambitious national priorities, including green economy initiatives and digital transformation. Morocco’s position as a gateway between Africa and Europe continues to attract Finnish investment interest, particularly given the kingdom’s large internal market and strategic regional footprint.

In addition to bilateral economic cooperation, both nations explored avenues for enhanced political consultation mechanisms and coordination on global issues. Discussions touched on regional security challenges, multilateral engagement, and shared perspectives on international conflicts affecting regional stability, including developments in the Sahel, the Middle East, and beyond. Finland expressed appreciation for Morocco’s political stability and reform agenda, describing Rabat as a reliable and essential partner not only for Helsinki but also within the broader context of the European Union’s external relations.

Morocco reciprocated by underscoring its support for Finland’s aspirations on the global stage, including backing Helsinki’s bid for a non permanent seat on the United Nations Security Council. Recognising Finland’s contributions to multilateral dialogue and international cooperation, Rabat affirmed its confidence in Finland’s ability to add value to global governance mechanisms.
