Apaak: First-year tertiary students will no longer receive direct refunds

Deputy Minister of Education, Dr Clement Apaak, has clarified that first-year university students under the government’s no-fee stress policy will not receive direct cash refunds. Instead, any applicable funds will be credited toward their second-year tuition fees.

Speaking on Joy News, Dr Apaak stated that the decision was made to ensure accountability and to minimize logistical complications that could arise from disbursing funds directly to students.

“It’s a more transparent and manageable method. We’re making sure the support benefits students long-term and goes directly into their education,” he said.

The no-fee stress policy is part of the government’s efforts to reduce the financial burden on tertiary students, especially those entering university for the first time.

Dr Apaak emphasized that this credit system still guarantees students the intended relief but in a structured and traceable manner, making it easier for institutions to track and manage the financial support provided.
