Private legal practitioner Martin Kpebu has urged Attorney General Dr. Dominic Ayine to prosecute former Minister of Sanitation and Water Resources, Cecilia Dapaah, over her unexplained wealth.
According to Kpebu, since the case went to court, Cecilia Dapaah has failed to provide substantial evidence to justify the source of her enormous wealth, which has been under national scrutiny.
Speaking on The Key Points on TV3 on March 15, 2025, he emphasized that the former minister kept changing her story during investigations by the Office of the Special Prosecutor (OSP).
“At one point, she claimed she made her money from the cosmetic business. When that was investigated and didn’t check out, she then claimed her wealth came from her deceased brother, a shoemaker. But when the shoemaker’s family threatened legal action, she backtracked,” Kpebu stated.
He criticized the ongoing prosecution of Cecilia Dapaah’s house help, Patience Botwe, arguing that the former minister should be the one on trial instead.
Background of the Case
The case dates back to 2023, when Cecilia Dapaah’s domestic workers, Patience Botwe and Sarah Agyei, were accused of stealing $1 million, €300,000, several million cedis, and personal belongings from the former minister and her husband between July and October 2022.

The theft was uncovered in June 2023, when Patience Botwe was caught using a duplicate key to enter the couple’s bedroom, leading to her arrest.
Public Outrage and Cecilia Dapaah’s Resignation
Following the revelations, Cecilia Dapaah resigned from her ministerial position due to intense public backlash. Many Ghanaians questioned the legitimacy of her wealth, demanding further investigations.
With Martin Kpebu now calling for her prosecution, pressure continues to mount on the Attorney General to take decisive action.
