Tema Oil Refinery to Resume Operations in October 2025 – MD Confirms

The Managing Director of Tema Oil Refinery (TOR), Edmund Kombat, has confirmed that the facility will officially resume operations in October 2025, marking a major milestone in Ghana’s energy sector revitalisation.

The long-anticipated restart comes after years of inactivity and partial operations that have significantly limited Ghana’s domestic refining capacity. Speaking in a media briefing, Mr. Kombat expressed optimism about the refinery’s readiness and impact.

“We are working around the clock to ensure that all systems are in place for full-scale operations by October this year,” he said.

Strategic boost to local petroleum production

TOR’s return is expected to reduce Ghana’s dependence on imported refined petroleum products, lower fuel costs, and enhance energy security. The resumption follows months of intensive restructuring, equipment upgrades, and stakeholder engagement to secure partnerships and funding.

Industry watchers believe the reactivation of TOR could contribute significantly to stabilizing fuel prices and providing employment in the Tema industrial enclave.

TOR, Ghana’s only state-owned refinery, has faced multiple challenges over the years, including financial constraints, poor maintenance, and allegations of mismanagement. However, the current administration under Mr. Kombat has pledged to restore the refinery to full capacity.
