Minority Vows Court Action Against Attorney General Over Duffuor Case

The Minority in Parliament is threatening legal action against the Attorney General, Dr Dominic Ayine, following his controversial decision to drop all charges against Dr Kwabena Duffuor, founder of the now-defunct uniBank.
Controversy Over Dropped Charges Sparks Legal Threat
The Attorney General recently announced that 60% of the GH¢663 million in liquidity support funds at the centre of the case had been recovered, and that it was no longer in the public interest to pursue prosecution. This decision came as part of the broader financial sector cleanup, which saw Dr Duffuor previously facing serious charges, including theft and money laundering.
However, the move has triggered sharp criticism from the Minority, who argue it undermines public accountability. Addressing a press conference in Parliament, the Ranking Member on Constitutional and Legal Affairs, Kwame Anyimadu, questioned the legal basis of the decision and warned of grave implications for justice in Ghana.

He called on Parliament’s Select Committee on Constitutional, Legal, and Parliamentary Affairs to summon the Attorney General to explain himself publicly. He also urged the General Legal Council and the Ghana Bar Association to examine whether the Attorney General had breached legal or ethical standards.
Mr Anyimadu further declared that if the decision was not reversed, the Minority would challenge it in court.
“Justice must not only be done, but it must be manifestly seen to be done,” he stated, adding that this was not about one individual, but about protecting the rule of law and the credibility of the country’s judicial system.
