The Minority in Parliament has expressed strong reservations over the government’s move to pass the Ghana Medical Trust Fund Bill(Mahama cares) under a certificate of urgency. According to them, the rushed approach threatens to compromise the legislative process and diminishes Parliament’s role in ensuring proper scrutiny of critical national policies.
Speaking to the press, Minority lawmakers cautioned that while the intention behind the bill may be noble, the method of its introduction raises red flags. They argue that fast-tracking such a sensitive health-related legislation without adequate stakeholder engagement and parliamentary debate sets a dangerous precedent.
“This is not just another bill. It affects the future of medical financing in Ghana, and it deserves nothing less than full-scale parliamentary deliberation. Rushing it through under a certificate of urgency undermines transparency and could lead to serious policy gaps,” one MP stated.
The Minority is calling on the government to withdraw the certificate of urgency and instead allow the bill to go through the normal legislative process, including committee review, public consultation, and debate. They insist that only a transparent and inclusive process can ensure the bill serves its intended purpose and garners the public’s trust.
They further urged civil society groups, healthcare professionals, and the general public to stay alert and engaged, emphasizing that robust scrutiny is essential in a democracy especially when it concerns public health infrastructure and trust funds.
