Former BOST MD Reportedly Arrested at Kotoka International Airport While Attempting to Leave Ghana

The former Managing Director of the Bulk Oil Storage and Transportation Company Limited (BOST), Edwin Alfred Provencal, was arrested on Monday, November 10, 2025, at Kotoka International Airport (KIA) by officers of the Economic and Organised Crime Office (EOCO), according to multiple credible media reports.

Sources indicate that Provencal attempted to board a flight to Maputo, Mozambique, despite reportedly being placed on a stop-list since October 8. At the time of his arrest he was at the departure terminal, preparing for travel, when EOCO officers intercepted him.

The arrest comes as BOST has been under increased scrutiny amid allegations related to the “gold-for-oil” initiative and other contractual and operational issues during Provencal’s tenure. A think-tank report by IMANI Africa highlighted governance weaknesses in the programme, which reportedly lacked pricing controls, formal contracts, and adequate oversight.

Political figures have urged due process. The former General Secretary of the New Patriotic Party (NPP), John Boadu, stated on Adom FM that while accountability is necessary, the rule of law must be upheld and the suspect’s rights protected. He emphasised that the allegations should not automatically implicate his party.

EOCO has confirmed the arrest but has not publicly disclosed detailed reasons or the nature of the investigation. It is understood that Provencal is in custody assisting with enquiries. Further developments are expected as the agency proceeds with its investigation.

This incident adds to the broader discussion about transparency and governance in Ghana’s state-owned enterprises, particularly within the petroleum sector, where BOST plays a central role.
