The expenditure was justified in the memo as promoting “Stability of Nation/National Cohesion/Political Impartiality” .

The memo outlines several significant financial disbursements between 2020 and 2024 under the NSB’s “Special Operations,” including:

  • GH¢8.3 million in September 2024 for communications equipment for an unnamed opposition party.
  • GH¢960,000 to the Defence and Interior Committee in 2020/2021 as “allowances” for enacting the National Signals Bureau Act.
  • GH¢309,000 to the Subsidiary Legislation Committee in 2024.
  • Over GH¢14 million for election-related expenditures, including GH¢7.2 million for the December 2020 polls and GH¢6.7 million for the December 2024 elections.
  • GH¢5.1 million on luxury vehicles for a “Special Aide to the President-Elect” in December 2024 .

Adu-Boahene, currently detained by the Economic and Organised Crime Office (EOCO), faces charges alongside his wife and two others for alleged corruption offenses totaling GH¢49 million. He maintains that the expenditures were legitimate national security operations and questions the Attorney-General’s prosecution, stating, “How does one steal public funds without the Auditor-General flagging it?” .

The revelations have prompted calls for a thorough investigation. Rev. John Ntim Fordjour, Ranking Member of Parliament’s Defence and Interior Committee, described the allegations as a “major National Security scandal” and urged the Inspector-General of Police, the Auditor-General, and relevant parliamentary oversight bodies to conduct a swift and transparent inquiry .
