A consortium of three Japanese construction firms has submitted a joint bid for the construction of the Volivo Bridge, a major infrastructure project expected to span the Volta River as part of the Eastern Corridor Road network.
The consortium, comprising JFE Engineering Corporation, Shimizu Corporation and Toa Corporation, is operating under the name JST Venture and has submitted a bid security of US$2.3 mill ion.

Speaking at a brief ceremony to open the bids, the Minister for Roads and Highways, Kwame Governs Agbodza, expressed optimism that the evaluation process would be completed soon, paving the way for construction to begin towards the end of 2026 or early 2027.
He explained that the project had experienced delays despite an earlier bidding process conducted between 2015 and 2017, during which a contractor was selected.
According to the Minister, the initial procurement process collapsed before the project could proceed to the construction stage.
“This process started somewhere 2015-2017. A full bidding process was carried out. A contractor was actually selected but somehow, we couldn’t execute the project so the whole process fell apart,” he said.
Agbodza noted that collaboration with Japan and the project consultant had helped accelerate several processes, making it possible to reopen the bidding exercise.
He expressed confidence that the evaluation would lead to the selection of a contractor to undertake the long-awaited project.
“On this day, the new bid for the Volivo Bridge over River Volta has been opened and God willing, we are going to be able to select the contractor that will start the work,” he added.
