EOCO Reopens Cecilia Dapaah Case: Special Prosecutor Confirms Docket Request

The Economic and Organised Crime Office (EOCO) has reignited investigations into former Sanitation Minister Cecilia Dapaah, following a formal request for her case docket by the agency’s new leadership.
According to Special Prosecutor Kissi Agyebeng, EOCO officially requested a copy of the case file on May 14, 2025, and the Office of the Special Prosecutor (OSP) responded by forwarding a duplicate on May 29, 2025.
Background to the Case
The investigation into Cecilia Dapaah began in July 2023 after law enforcement discovered significant sums of cash hidden in her residence. Although the OSP concluded that there wasn’t enough direct evidence to support charges of corruption, it pointed to strong indications of suspected money laundering and structuring — financial crimes which fall under the jurisdiction of EOCO.
In January 2024, the OSP transferred the docket to EOCO for further action. However, EOCO later returned the file in May 2024, citing the absence of a clear predicate offence as a barrier to proceeding with prosecution.

EOCO Resumes Investigation
With a change in leadership, EOCO has now expressed renewed interest in the high-profile case, signaling a fresh commitment to tackling financial crimes. The agency’s decision to revisit the docket suggests a possible change in strategy or approach that could shed new light on the unresolved questions surrounding the former minister’s finances.
The Special Prosecutor has pledged full cooperation and support for EOCO’s revived efforts.
