Cabinet Reviewing AT Ghana–Telecel Deal for Final Approval, Says Communications Minister

Ghana’s Minister of Communications and Digitalisation, Samuel Nartey George, has announced that the agreement involving AT Ghana and Telecel is currently before Cabinet for a comprehensive review. The deal, which has attracted public interest due to its implications for competition and stability in the telecom sector, is now undergoing the government’s final vetting processes before approval.

During a press briefing, the Minister explained that the transaction contains multiple layers that require rigorous assessment to ensure the deal aligns with national regulatory standards and long-term sectoral goals. He assured the public that the government remains committed to transparency, accountability, and safeguarding the interests of subscribers and the broader Ghanaian economy.

According to Sam George, the review process is standard for major transactions involving strategic national assets. He emphasized that telecommunications infrastructure plays a critical role in Ghana’s digital economy, touching sectors such as banking, healthcare, e-commerce, security, and national data systems. Because of this, any ownership transition must follow strict protocols.

The Minister clarified that the National Communications Authority (NCA) and other relevant stakeholders have conducted preliminary assessments of the technical, financial, and operational aspects of the deal. However, Cabinet approval is required before the government can give full and final authorization for the transaction to proceed.

He highlighted that the telecom market has seen significant transformation in recent years, and competition remains essential for ensuring affordability, innovation, and high-quality services. He added that any deal involving a major operator must demonstrate that it can strengthen the sector rather than weaken it.

The review aims to determine whether Telecel’s involvement in AT Ghana will improve service reliability, expand network coverage, and support Ghana’s digital transformation agenda. The Minister stated that Cabinet will also examine the potential economic benefits, including investment commitments, consumer protection provisions, and assurances of sustainable operations.

He also addressed public concerns regarding job security within the telecom company. According to him, the deal includes clauses that require the new owners to maintain or improve employment conditions and protect Ghanaian workers. He stressed that government will continue to monitor these commitments even after approval.

Sam George assured subscribers that their data security, service quality, and network access will not be disrupted during the review process. He urged the public to remain calm as government completes its due diligence.

In addition, the Minister explained that the telecommunications industry is evolving rapidly with the expansion of mobile money, digital ID systems, cybersecurity frameworks, and e-government initiatives. He said Ghana needs strong and reliable telecom operators that can invest in modern infrastructure, including 5G deployment and fiber-optic expansion.

The Minister reaffirmed that the government’s decision will be based on Ghana’s best interests. He maintained that once Cabinet concludes its review, the public will receive full updates about the status and next steps of the transaction.

With the process now in its final stages, the telecom sector awaits Cabinet’s determination, which is expected to shape the future of AT Ghana’s operations and the role of Telecel in Ghana’s digital economy.
