West Africa’s energy leaders convene in Accra to push clean energy transition

Ghana’s Ministry of Energy and Green Transition has been confirmed as Patron of the West Africa Energy Cooperation Summit (WAECS), taking place in Accra from 2–3 December 2025. The summit brings together regional government leaders, investors, and industry partners to showcase investment opportunities and regional energy integration developments set to transform the region by 2030.
ATIDI joins as Lead Sponsor, with Endeavour Energy and Denham Capital also backing the event. ATIDI, which provides political and credit risk insurance across Africa, has a gross exposure of about USD 8.9 billion as of December 2024. Through its Regional Liquidity Support Facility, it supports Independent Power Producers by mitigating payment risks. Its recent backing of the 42MW Sokodé solar project in Togo is cited as a key example of how blended finance can foster clean energy growth and build investor confidence.
The summit aims to mobilise finance and deepen collaboration across ECOWAS, aligning with Ghana’s ambition to become a regional energy distribution hub. Delegates will explore opportunities in renewable energy, gas-to-power, regional power interconnections, digitalisation of energy systems, and strategies for improving grid reliability and access in both urban and rural areas. Financing and de-risking of clean energy projects will remain a central theme, alongside discussions on expanding private-sector participation in off-grid and distributed energy markets.

Ghana’s Energy Transition Framework sets out a pathway to net-zero emissions by 2070, focusing on cleaner power generation, energy efficiency, and solar expansion. Incentives for private investment and off-grid projects support national sustainability goals. Natural gas continues to play a critical role in stabilising baseload power, while Ghana works to modernise its grid, strengthen cross-border power trade, and attract climate finance.
High-profile participants expected at WAECS 2025 include Liberia’s Vice President Jeremiah Kpan Koung; Ghana’s Energy and Green Transition Minister John Abdulai Jinapor; Nigeria’s Solid Minerals Minister Dr. Dele Alake; Gambia’s Energy and Mines Minister Nani Juwara; and Lagos State’s Commissioner for Energy and Mineral Resources Biodun Ogunleye. They will be joined by senior officials from VRA, TCN, ECREEE, GNPC, TOR, Stanbic Bank, Gridworks, Wärtsilä, Bboxx, and other utilities and private-sector institutions.
Minister John Jinapor said Ghana remains committed to regional cooperation, sustainable development, and a just transition. He also highlighted that Ghana will host YES! On The Road Ghana from 3–4 December, a youth-focused programme designed to equip young African professionals with mentorship, innovation skills, and investment exposure.
WAECS 2025 will be held under the theme “Building regional resilience,” with the youth-focused YES! programme following immediately after.
